วัตถุประสงค์:
1. To assess, within the context of a minimum package of services , the provision and linkages of HIV programs and services and identify gaps.
2. To assess the utilization of services and exposure to interventions of clients within and across programs.
3. To assess the quality of data on coverage and make recommendations for quality improvement.
4. To develop improved indicators of coverage in the context of a minimum package approach.
5. To analyze service utilization patterns across sites by degree of implementation of the minimum package and by other factors that may affect services utilization.
6. To analyze coverage in the context of available behavioral and HIV prevalence data.
