The purpose of this evaluation is to:

1. understand the relevance of program design to the HIV epidemic among IDU, MSM and FSW;

2. understand the political, legal and social context,;

3. assess the efficiency and intensity of program implementation;

4. assess coverage and intensity of program implementation and provide recommendation towards impact.
