Migrant Workers in South-East Asia: Statistical Gaps, Policy Mismatches and Avenues for Future Research

Abstract

This study provides a critical assessment of labour migration data and policies in the ASEAN region. National and international data sources across the range of migration statistics are used to take stock of recent migration patterns and migrant workers’ economic and social outcomes. Emphasis is placed on key statistical gaps that undermine the availability of a comprehensive evidence base required to inform effective and equitable labour migration policies. Significant implications of these evidence gaps for labour admission and migrant integration policies are identified and discussed in the context of the ASEAN regional agenda.

Dr. Alessio Cangiano is a demographer with extensive experience researching migration and its intersections with labour market, development and policy issues. He is currently working as international research consultant for UN agencies analysing migration and demographic data. He is a former Senior Lecturer and Coordinator of the Demography and Official Statistics programs at the University of the South Pacific; Research Officer at the University of Oxford’s Centre on Migration, Policy and Society; and visiting PhD student at the French National Institute for Demographic Studies (INED) and Max Planck Institute for Demographic Research.
