TPAK-IPSR-MU Presents Policy Proposal “A Deep Dive into the 24-Hour Lifestyle of Young Children to Drive Targeted Developmental Promotion Policies”

On July 16, 2025, Assoc. Prof. Dr. Piyawat Katewongsa, Director of the Thailand Physical Activity Knowledge Development Centre (TPAK), Institute for Population and Social Research (IPSR), Mahidol University, along with Ms. Aunyarat Khanawapee and Ms. Banchamaphon Pheungruang, were invited by the Office of the Education Council Secretariat to present situational insights and policy proposals under the topic “A Deep Dive into the 24-Hour Lifestyle of Young Children: From Data to Policy Action for Targeted Developmental Promotion.”

The meeting was attended by Dr. Pakorn Tungkasereerak, Deputy Director-General of the Department of Health and Chair of the Taskforce on Value Creation from Data to Policy, along with working group members from various sectors involved in the development of early childhood in Thailand. The goals of the meeting were to:

  1. Define the types and scope of data to be included in the early childhood database
  2. Develop data collection standards for early childhood development
  3. Verify the quality and accuracy of data collected
  4. Set data governance policies for early childhood information
  5. Plan for effective data utilization in child development initiatives

The presentation included a report on early childhood health status, covering areas such as nutrition, sleep, physical activity, sedentary behavior, screen time, and developmental challenges. It also featured policy recommendations on data management, such as:

  • Integrating the birth registration system with early childhood enrollment databases
  • Establishing health and developmental screening systems
  • Creating a national database of social determinants of health for young children
  • Designing regulatory frameworks to enable efficient data use for promoting child development

The proposal emphasized actions at national, regional, provincial, and local levels, with a sustainable development approach that involves raising parental awareness and understanding of child development, as well as encouraging observation and record-keeping of children’s behavior for appropriate intervention. The meeting also recommended establishing a system to monitor individual child nutrition data and caregiving practices.
