IPSR – Mahidol University – EEF – TPQI Collaborate to Integrate the EWE Platform and Thailand Zero Dropout Data Systems to Reduce Educational Inequality

On March 18, 2025, the Equitable Education Fund (EEF), the Thailand Professional Qualification Institute (Public Organization) (TPQI), and the Institute for Population and Social Research, Mahidol University (IPSR) convened a discussion to integrate the E-Workforce Ecosystem Platform (EWE) and Thailand Zero Dropout (TZD) information systems. This initiative aims to establish a connected system that addresses the challenges faced by children and youth outside the education system, ultimately working toward reducing educational inequality and ensuring equitable and continuous educational opportunities for all.

The meeting was led by Mr. It Pakkanthorn, Director of the Office of Area Education Management, Equitable Education Fund, Ms. Pornpattra Chimploy, Director of the Office of Lifelong Learning Promotion and Certification of Training Organizations, Thailand Professional Qualification Institute (Public Organization), Associate Professor Dr. Piyawat Katewongsa, Principal Investigator of the Project to Support the Promotion of Thailand Zero Dropout and the Development of the Database Mechanism, Institute for Population and Social Research, Mahidol University, and Dr. Nisaporn Watanasap, Head of the Project to Develop the Case Management System, Equitable Education Fund. Participants exchanged insights and devised strategies for data integration to achieve meaningful, tangible outcomes.

The Thailand Zero Dropout (TZD) information system, developed by the Equitable Education Fund, is designed to support area-based education management. It enables the systematic identification, tracking, analysis, and support of children who have dropped out of school, ensuring tailored interventions, ongoing monitoring, and effective assistance. Meanwhile, the E-Workforce Ecosystem Platform (EWE), also developed by the Equitable Education Fund, serves as a national labor data platform, aggregating data from multiple agencies into a Big Data system. This platform aims to systematically support skills development, employment, further education, and lifelong learning.

The integration of these two platforms marks a critical step in addressing educational inequality. TZD facilitates the reintegration of children and youth into the education system, while EWE supports career development and qualification pathways aligned with labor market demands. This collaboration signifies the beginning of a holistic data-sharing initiative between education and workforce development agencies, ensuring that children and youth receive educational and career opportunities tailored to their potential and aspirations.

Ultimately, this initiative embodies the principle of “No child left behind” fostering a robust support system to guarantee equal opportunities in education and career development. By bridging the gap between education and employment, this collaboration aims to create a stable and sustainable future for Thailand’s youth. This meeting served not only as a platform for knowledge exchange but also as a pivotal moment for shaping strategies that drive lasting, systemic change, closing educational disparities, and unlocking new opportunities for all Thai youth.
